A US Marine from Camp Pendleton has been arrested under the suspicion of driving under the influence of drugs and or alcohol. Joel Thomas Toovey, age 19, was the driver of a pickup that lost control on I-805, at Interstate 8. Mr. Toovey’s passenger, Lance Cpl. Andrew T. Tjhung, was killed.
Mr. Tjhung, a fellow Camp Pendleton Marine who was also 19, died from the result of the crash. According to Sign on San Diego, Mr. Tjhung, from Pierce, Washington, enlisted into the Marines December 2009 and was a motor transport operator.
